The Office of the State’s Attorney for Baltimore City is seeking an investigator.

Position requirements include, but are not limited to the following:

  1. Ordering/obtaining transcripts and other documents from Baltimore City Police Department, the Attorney General’s Office, private laboratories and other agencies for cold case trials and post convictions

Crime Research Analyst

To perform crime analysis for local law enforcement and other authorized agencies; to provide police personnel with crime analysis for tactical operations, strategic planning, and manpower allocation; to support special programs and projects; to provide information and assistance to the public and others, regarding assigned programs and services; and to perform a variety of tasks relative to analysis of crime and related information. • Perform frequent quality control checks of crime data base to ensure accuracy and integrity

• Participate in the development and implementation of operational and administrative programs, policies and procedures; analyze alternatives and make recommendations in various operational areas, such as bid specifications and grants; create and maintain procedure manuals

• Receive and respond to comments and question from Department members and outside entities, relating to assigned area of responsibility; review problems and recommend corrective action; prepare summary reports as required

Position Information & Description: The Law Enforcement Support Agency (LESA) is accepting applications for the positions of LARIAT Crime Analyst. Under the direction of the LESA Program Manager or designee, the LARIAT Crime Analyst is a dedicated, grant funded position. The grant is from the Economic Stimulus program and is funded for two years, beginning August 1, 2009. While LESA will attempt to secure successive funding, there is no guarantee of employment beyond the end of the grant. The grant program, known as LARIAT, is based on a new and somewhat revolutionary concept of delivering tactical crime information to officers and detectives in the field – in real time and while the criminal event is still being responded to, or is in the initial phases of the investigation. LARIAT Crime Analysts will work closely with Tactical Analysis Coordinators (TACs), who communicate directly with officers and detectives in the field. The LARIAT Crime Analyst is responsible for providing timely and actionable information and intelligence regarding past, present and future crimes and crime trends in Pierce County. Work is characterized by the discovery, analysis, organization and delivery of relevant information to a variety of consumers – including officers, detectives, dispatchers and other crime analysts. The activities and functions of the LARIAT Crime Analyst could be viewed as being somewhat different than the traditional role of a crime analyst in that this position will focus on a regional and real time perspective as opposed as being supportive of a single law enforcement agency.

Qualifications: A Bachelor’s degree from an accredited four-year college with emphasis in math, statistics, criminal justice, behavioral science, or related field, and/or formal training and certification from a recognized crime analyst program or qualifying experience in the analysis of criminal activities may be substituted for the required education. Formal training and certification from a recognized crime analyst program is desired. Relevant law enforcement analytical experience may be used in a one to one basis for educational requirements. Essential Functions:

• Review a variety of information (including crime reports and associated databases) for the purpose of finding patterns in criminal activity. Relating those patterns to crimes that are concurrently being investigated and deliver that information to those who need it.

• Provide tactical case support including, but not limited to; developing suspect leads; locate last known addresses, vehicles, business licenses, etc. for known suspects; identify victims and associated cases; search selected databases for stolen property.

• Develop suspect, victim and/or target profiles.

• Prepare a variety of mapping (GIS) products, including those that are the product of geo spatial analysis.

• Coordinate the information flow and work efforts among crime analysts with LESA partner agencies, other regional analysts and numerous law enforcement agencies throughout the Puget Sound region.

• Organize and prioritize work assignments.

• Apply and perform analytical and statistical analysis.

• Knowledge and understanding of law enforcement functions, operations and practices.
