Intelligence Studies Faculty Member
Mercyhurst College in Erie, PA invites applications for a one-year visiting assistant professorship in the Department of Intelligence Studies for the 2010-2011 academic year. The position begins August 26, 2010 and has the possibility of renewal as a full-time tenure-track faculty position. The successful candidate will teach undergraduate courses in intelligence and national security and an elective course at the graduate level. Applicants should possess a J.D. or Ph.D. in a discipline related to intelligence studies (ABDs are encouraged to apply). Special attention will be given to those applicants with practitioner experience and the ability to manage applied analytic projects. Instructional duties include curriculum development, service to the profession, and participation in college and department activities.
Mercyhurst College is a fully accredited, four-year, Catholic comprehensive institution, founded in Erie, Pa., by the Sisters of Mercy in 1926. The Erie campus, located on a picturesque hillside crowning the city, offers 50 undergraduate majors with 67 concentrations, as well as unique adult programs and six graduate programs. MAJOR DUTIES:
Primarily responsible for training the Intelligence Career Service (ICS) to interpret intelligence and investigative information and extrapolate data for the collection, evaluation, analysis and dissemination of information to the appropriate decision makers. Trains the ICS in analytic tradecraft to include critical thinking, expository writing, and intelligence briefing as well as other operational and analytic tools and techniques. Prepares instructional presentations and lesson plans that correspond to the curriculum objectives. Trains the ICS to navigate the classified/unclassified automated database systems; intelligence reports; various interagency communications; case files; and other sources of information. Participates in interagency intelligence related conferences.

Basic Requirements:
Bachelors degree in any discipline from an accredited college or university. Education completed in foreign colleges or universities may be used to meet the above requirement if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.

Federal employees currently or previously assigned to the GS 132 series. (Applicants qualifying based on a temporary duty assignment must submit "Temporary Duty Supervisory Verification for Employee Performing GS 132 Series Functions" form.) SPECIALIZED EXPERIENCE:
SELECTIVE PLACEMENT FACTOR: This position requires the selectee to have experience in providing intelligence training, designing intelligence training programs or managing intelligence programs. Applicants must meet the Selective Placement Factor above and must have one year of the specialized experience equivalent to the next lower grade 12, and GS-13 levels (respectively).

Job Description
A Forfeiture Financial Specialist at the OCDETF Fusion Center executes the following duties:
· Assists districts by providing: (1) guidance relative to complex financial assets; (2) other support as required.
· Identifies potential issues, performs technical and factual research, and recommends alternative solutions.
· Provides support in conducting pre seizure analysis. This includes, but is not limited to net equity analysis, developing “exit strategy”, preparation of recommendation to IAs and USAO, etc.

Basic Qualifications:
A Forfeiture Financial Specialist must meet the following qualifications:
Ten years of direct experience related to accounting, finance or asset management (5 years of direct Asset Forfeiture experience is highly preferred). Requires prior experience in investigative coordination. Proficiency in using spreadsheet and word processing software. Experience using "Compass" database is highly desirable. Demonstrated ability to: (a) prioritize and complete multiple complex projects under tight deadlines; (b) work with minimal supervision; and (c) consistently deliver the highest level of quality work. Four-year undergraduate diploma (additional experience may be substituted for college degree). USMS asset forfeiture experience desirable. Responsibilities
Help clients translate and implement real-world needs into practical, state-of-the-art, GIS technology-driven solutions using ESRIs enterprise GIS technology. Work with clients to prepare multi-year GIS implementation and migration strategies. Lead project teams during requirements, analysis, design, build, and rollout. Create and manage the scope, cost, schedule, and contractual deliverables through the application of planning, tracking, quality assurance, change control, and risk management. Manage subcontractors. Manage client relationship and expectations. Work with ESRIs marketing and sales teams to develop new business.
Requirements
Bachelors, masters, or Ph.D. in relevant field, depending upon position level. Two to three years of experience for entry-level positions, eight to 12+ years of significant proven experience for senior positions. Experience in homeland security/emergency management at the federal, state, or local government level. Understanding of emergency management and operations processes including familiarity with the National Response Plan (NRP), National Incident Management System (NIMS), and Incident Command System (ICS); specific knowledge of Emergency Support Functions (ESFs) as they relate to operations and planning as outlined in the NRP. Ability to lead and manage consulting and software development teams. Knowledge of software development methodologies. Ability to develop project designs, work plans, budgets, and schedules. Knowledge of and ability to apply GIS technologies. Experience with desktop, client/server, and Internet applications and architectures. Strong team skills and the ability to work independently. Excellent interpersonal, writing, presentation, and leadership skills. U.S. citizenship and ability and willingness to obtain a security clearance.
Recommended Qualifications
Experience with ESRI products to solve complex business problems. Familiarity with RDBMS and geodatabase design using UML. Experience with risk assessment, mitigation, and preparedness processes such as Vulnerability Assessment Team participation or Critical Infrastructure Protection planning. Experience with critical incident management responsibilities such as homeland security mission specialist, Continuity of Operations planning, or Defense Liaison to Civil Operations. Experience with disaster coordination such as first responder duties (search and rescue, recovery, fire, law enforcement, emergency medical, damage assessment). Knowledge of the National Geospatial-Intelligence Agency’s GIS analysis processes in support of the DHS National Operations Center and other HLS entities. Familiarity with Intelligence/Law Enforcement Fusion Center concepts, particularly regarding information sharing between federal, state, and local agencies.

Research Analyst - NICB - De Plaines IL
The salary range is: $ 34,945 - $ 59,502 . The position will be open until it is filled.
Position Purpose:
The incumbent will be responsible for research, collection and collation of data, data entry, and basic analytical functions in support of STI’s business objectives, to enable NICB staff, law enforcement agencies, and member companies to make better decisions.
Duties:
