Qualifications: A BS/BA degree in IT-related or another technical field with a minimum of two years IT experience is required. In addition, training or depth of experience in project management or similar organizational skills is desirable. Experience in information security is desirable but not required. Demonstrated integrity and trustworthiness in previous work experience is essential, as is impartiality and objectiveness when evaluating facts and an ability to display sound judgment when deciding amongst several alternatives. Intelligence Analyst

Safe Auto Insurance Company now has two and possibly three positions open for an analyst with two of the positions located in the corporate office and the other in a remote location. The remote will need direct access to high speed internet. The SIU Analyst II will assist in the coordination, implementation and maintenance of SAIC SIU analytical systems and data mining applications. They will also coordinate all analytical training projects, complete complex analysis, and provide front-line intelligence support to investigations and operational personnel.

Improves business processes and supports critical business strategies by managing the implementation and maintenance of the SIU Data Warehouse

Coordinates all SIU IT projects as they relate to the specific area of expertise and ensures company resources are utilized appropriately. Compiles SIU project status reports, coordinates project schedules, manages project meetings, and identifies and resolves technical problems. Identifies and analyzes systems requirements and defines project scope, requirements, and deliverables.

Troubleshoots and develops technical solutions related to SIU software applications for customers (end users). Provides support to end users on a variety of issues. Documents, tracks and monitors the problem to ensure a timely resolution.

Educates SIU staff on the use of new technology; ensures products and solutions are applied in a manner that maximizes their worth. Manages, participates in, and conducts technical training programs. Determines training objectives with SIU Management. Writes, conducts and participates in training programs as they relate to the specific area of expertise.

Works in coordination on Major Case investigations with Senior Major Case Special Investigator.

Qualifications

Bachelor’s degree preferred with undergraduate studies in business, insurance, mathematics, or related field.

At least three years experience in law enforcement, military or related insurance experience in an operational position that includes analysis, problem solving, planning, coordinating, and organizing.

Computer proficiency is required along with proficiency using Microsoft Office applications (Word, Window, Excel, PowerPoint, and Access) and other database systems. A strong knowledge of database architecture, SQL and C+++ language, and querying data is preferred.

Strong analytical and critical thinking skills providing concise detailed outcomes, and including formal training in link analysis and pattern analysis is a plus.

The completion of the NICB Analyst Academy is preferred.

The completion of the Fraud Claims Law course is preferred.

DEPUTY DIRECTOR SD-LECC

The Executive Committee of the SD-LECC is currently seeking candidates to fill the senior staff position of Deputy Director. This position is dependent upon HIDTA Grant funding.

The SD-LECC is an intelligence fusion center, serving the San Diego/Imperial counties region. Fusion Centers are a national effort aimed at improving information sharing, as it relates to criminal and terrorism intelligence, between federal, state, and local agencies, as well as with other public safety and private sector entities. The SD-LECC is recognized by the Department of Homeland Security (DHS) as an intelligence fusion center.

The individual selected will be responsible to, and will be the principal advisor in direct support to the SD-LECC Director in the daily administration of the SD-LECC; assume duties of the Director in absence of Director; assist in the planning, overseeing and participating in the development and coordination of intelligence programs; evaluate and analyze progress toward meeting identified objectives and establish guidelines, priorities and management systems for the day-to-day administration and operation of the center. Will assist in financial management, organization, public relations, personnel oversight responsibilities for the SD-LECC. Will manage the day to day administration of HIDTA Intelligence Center and as such, conduct studies, develop policies and procedures and develop plans to enhance the program. Provides oversight function in the multiple Federal, State and Local Law Enforcement Agency sponsored Initiatives, including Military support in the accomplishment of HIDTA goals and objectives as directed by the Office of National Drug Control Policy. Requires significant commitment of time and energy to include occasional evening and weekend meetings/conferences; and overnight travel requirements.

Security Clearance Requirements Applicants must also meet all requirements to obtain and retain a Top Secret Federal security clearance appropriate for the Deputy Director’s duties.

Minimum Qualifications: A United States citizen with a strong management background and solid administrative skills. A four-year degree from an accredited college or university is preferred. The candidate must have significant experience in intelligence collection, analysis, analytical program management, intelligence-directed activities and/or combination thereof, whether it is through U.S. Intelligence Community service and / or law enforcement. Applicant will have a minimum of five years of mid to upper level management experience in the Intelligence Community, Federal, State or local law enforcement, or military. Experience should be directly associated with intelligence activities or efforts.

The candidate should have experience in briefing senior officials and have the interpersonal skills necessary to deal effectively with state, local and federal senior officials.

The individual selected will manage a staff augmented by personnel attached from other agencies in direct support of the center.

Responsibilities: In conjunction with the Director, the Deputy Director is responsible for the successful implementation of the SD-LECC Executive Committee’s Strategy and Policies. The principal responsibilities of the Deputy Director shall be to:

Provide day-to-day administrative, financial, and program management for the SD-LECC; assumes the duties of the SD-LECC Director in absence of the Director;

Assist in the development, planning and implementing of SD-LECC goals and objectives; recommend and administer policies and procedures;

Conduct program/initiative reviews of SD-LECC activities; design short-term and long-term goals and objectives to achieve center’s mission;

Oversee development, approval, and dissemination of intelligence-related products; facilitate /ensure the timely and efficient sharing of strategic, operational and tactical narcotic and criminal intelligence information;

Ensure coordination of activities related to HIDTA –funded initiatives; coordinate
preparation/dissemination of Annual HIDTA Threat Assessment; participate in annual/ongoing planning related to program, operational, and budget processes; represent the SD-LECC on the CBAG Fiscal /Reprogramming Sub-committee.

Ensure consistent policy among the many cooperating agencies at the SD-LECC, to include: WSIN, CBAG, Cal-DOJ, San Diego Sheriff’s Department, and others. Ensure SD-LECC employees are responsive to the needs/requests of law enforcement in the area of narcotic investigations/interdictions, gang investigations, terrorism incidents, and other major criminal investigations.

Demonstrated Technical Abilities: Knowledge and understanding of the law enforcement intelligence process, including the laws and guidelines protecting the civil rights of American citizens.

Skill in developing, reviewing and analyzing complex and dynamic programs, including intelligence programs.

Knowledge of budget principles and processes involved in the development and preparation of annual budget submissions.

Experience in defending the programmatic and budgetary interest of an organization with regional scope and interest.

Skill to write and brief for high-level audiences, conduct independent research, present logical arguments and convey findings in a compelling manner.

Ability to lead and work in a team environment, identify problems and propose solutions, and manage multiple tasks simultaneously and to build relationships among partners and stakeholders, despite organizational differences and/or challenges.

Other Duties: The Deputy Director shall perform other duties as assigned by the Director. Additional duties must be consistent with HIDTA Program requirements and must contribute to the operation of the HIDTA.

HP ACF AMS Regional Intelligence Analyst

Role: The contingent Regional Analyst reports to the ACF Global Intelligence Manager and provides intelligence products to the Regional Investigation Manager and Regional Investigation Teams.

This position provides analytical / intelligence leadership in region and direction on investigation matters, developing innovative approaches and analytical strategies to meet client business needs and serves as a key resource to facilitate regional ACF delivery. Primary activities: • Provide support to the Global Intelligence Manager, Regional Investigation Manager, Regional Investigation Teams and HP partners on investigations focus strategy, data collation and analysis, intelligence database and management information systems. Areas of focus will be the ACF program in the supplies and hardware arenas. • Direct and conduct complex internal and external analytical investigations support on behalf of HP. Manage high volume & complex intelligence with little oversight. • Liaise with systems providers, vendors and other analysts to ensure the free flow of intelligence and appropriate data/product provision. • Utilize information from the available case reporting, information management systems, and intelligence databases and global program performance data to analyze risk and ROI to gain business support for new proactive ACF initiatives. Provide periodic reporting – weekly / monthly / quarterly – as required by the Global Intelligence Manager • Maintain current knowledge of industry approaches and available technology and develop new approaches and programs that minimize emerging security risks. • Tailor and deliver analytical training programs to HP staff and contracted resources. • Draft and produce communications material to support the Global Intelligence Manager to shape positively the external environment by engaging industry associations, regulatory and law enforcement agencies in the protection of HP’s intellectual property rights. .

Skills: • Self motivated and able to act independently and responsibly demonstrating sound and ethical judgment. • Ability, at both a strategic and tactical level, to identify analytical issues and customize, implement/execute solutions.
• Experienced with i2 software and multiple areas of analytical security content to include technologies, theories and techniques. • Provides highly innovative solutions to complex problems and presents complex data in a methodical and pertinent format. • Ability to manage large, complex analytical projects within assigned budgets and timelines. Strong project management skills required. • Criminal analysis security professional with typically 5+ years related experience , including a mix of corporate security and law enforcement, government, military or intelligence service. International security experience is essential. • English and Spanish speaker. Portuguese proficiency desirable.
• Recognized criminal analysis qualifications / accreditations either from public and / or private sector are preferred. • Excellent writing and speaking skills, with proven “customer service” orientation. • Ability in the development of programs that solve complex problems within tight timeframes and budgets. • Demonstrate ability to work with wide range of individuals from diverse backgrounds, countries of origin, and at varying levels within the corporate structure. • Established range of professional contacts, polished interpersonal skills, excellent research and writing abilities under extremely tight deadlines and competing demands, and familiarity with the range of professional literature in this area. • Demonstrated ability to perform under pressure in complex situations. Sound, proven judgment is a must.
