Foundations of Intelligence Analysis Training - FIAT

In early 2004, the IALEIA Board decided to take the Foundations of Intelligence Analysis Training course it had developed in a consortium including the National White Collar Crime Center (NW3C), the Regional Information Sharing Systems (RISS) Project Directors and the Law Enforcement Intelligence Unit (L.E.I.U.) and facilitate ways for IALEIA chapters to provide this training at a reasonable cost in their areas. IALEIA has made it a priority to put together an experienced cadre of analysts who can teach this basic intelligence analysis course regionally.
In the fall of 2005, the Department of Homeland Security issued a mandate for standardized training for all newly hired analysts who are paid with DHS grant funds. The IALEIA FIAT is one of the two training courses listed as meeting the requirement.

The FIAT is a five-day beginning analytic class that meets the training standards of the National Criminal Intelligence Sharing Plan and the minimum training requirements set by the Society of Certified Criminal Analysts. There are currently 60 IALEIA certified FIAT instructors available to provide your agency or organization with quality training

Course includes topics on:

  • History of Intelligence
  • Legal Aspects
  • Sources of Information
  • Creative/Critical Thinking Logic
  • Inference Development
  • Competing Hypotheses
  • Crime Pattern Analysis
  • Association Analysis
  • Flow Analysis
  • Strategic Analysis
  • Communication Analysis
  • Products of Analysis

Have entry level analysts who need training? FIAT is For You!

The IALEIA Instructor Development Program (IDP) has certified over 60 instructors in the US, Canada, Australia, the UK and South Africa. In 2005, all IDP sessions were held concurrently with a FIAT to allow new instructors hands-on experience with the class.

To keep the FIAT training as reasonably priced as possible, it will only be held in areas where instructors are from that region. If you are interested in attending any of these FIATs, if your agency or chapter would like to host a FIAT in 2006 or 2007, or you are interested in becoming a FIAT instructor, contact:
