The FIAT course is a basic level course five-day course that covers the following topics:

Introduction to Intelligence Analysis (History of Intelligence Analysis, Purpose of Intelligence Analysis, Intelligence Models, Intelligence Cycle, Legal Issues, Resources)

Intelligence Analysis as a Thought Process (Fundamentals of Logic, Critical Thinking, Creative Thinking, Inference Development, Recommendations Development)

Analysis Methods & Skills (Crime Pattern Analysis, Association Analysis, Flow Analysis, Communication Analysis, Financial Analysis, Strategic Analysis, Indicator Development, Products of Intelligence, Reports and Presentations)

-FIAT curriculum is guided by the National Criminal Intelligence Sharing Plan (NCISP)and the IALEIA’s Analytic Standards booklet endorsed by the Global Justice Information Sharing Initiative

-The FIAT course is intended for civilian and sworn law enforcement, as well as regulatory personnel who have not received formal, basic, intelligence analysis training or require a refresher.

-FIAT meets the Criteria for basic level certification with IALIEA -Course instructors are IALEIA certified experienced, working analysts.

-FIAT is approved for funding reimbursement by DHS (must be coordinated with your state grant coordinator)

-FIAT is a cooperative venture of the International Association of Law Enforcement Intelligence Analysts (IALEIA) and Law Enforcement Intelligence Unit (LEIU)

Foundations of Intelligence Analysis Training - FIAT

In early 2004, the IALEIA Board decided to take the Foundations of Intelligence Analysis Training course it had developed in a consortium including the National White Collar Crime Center (NW3C), the Regional Information Sharing Systems (RISS) Project Directors and the Law Enforcement Intelligence Unit (L.E.I.U.) and facilitate ways for IALEIA chapters to provide this training at a reasonable cost in their areas. IALEIA has made it a priority to assemble an experienced cadre of experienced analysts to teach this basic intelligence analysis course regionally. In the fall of 2005, the Department of Homeland Security issued a mandate for standardized training for all newly hired analysts who are paid with DHS grant funds. The IALEIA FIAT is one of the two training courses listed as meeting the requirement.

The FIAT is a five-day beginning analytic class that meets the training standards of the National Criminal Intelligence Sharing Plan and the minimum training requirements set by the Society of Certified Criminal Analysts. There are currently 50 IALEIA certified FIAT instructors in the US, Canada, Australia, the UK and South Africa available to provide your agency or organization with quality training.

FIAT is always looking for a host willing to have an open course that we can advertise to our membership and the law enforcement intelligence community. This is a great way to bring the course to your area, even if you don’t have enough internal members to fill the class to its limit of 24. Mission Statement:

The mission of the IALEIA FIAT Project is to provide quality analytic training, using experienced analysts, to IALEIA members and other interested parties at a reasonable cost on a regional basis.

Requesting a class:

The IALEIA FIAT Coordinator is the point of contact for all requests, whether to host a class or to attend. During 2006, twelve courses were held across the United States.

There are two ways to present a FIAT; an organization may act as host and handle the registration or an IALEIA Chapter can act as host and handle registration.

Fees:

The cost associated with each course will be determined based on the estimated expenses related to the training session. IALEIA members will recieve a $50.00 discount from the fee for the course.

Instructors:

Instructors for the FIAT program are practicing analysts within law enforcement or investigative functions throughout the world. They must:

  • have successfully attended a FIAT Instructor Development Program (IDP),
  • have presentation/teaching experience,
  • have 3 - 4 years in law enforcement analysis or a related field, be IALEIA regular members, and have a written commitment from their immediate supervisor or agency head that they will be able to teach this course on company time or on time off from work at least once per year.
  • Instructors with analytic certification are preferred
  • Instructors for specific FIAT classes will be chosen based on their experience, areas of expertise and geographic proximity to the training site.

Evaluations:

Evaluations are completed after each FIAT and cover the course modules and each instructor. The goal is continual improvement of the product.

Instructor Development Program - IDP

Mission:

The mission of the IALEIA FIAT Instructor Development Program (IDP) is to provide qualified and informed instructors for the classes and to support the development of those instructors.

Coordination:

The IDP will be coordinated by the IALEIA FIAT Coordinator. IDPs will be scheduled as determined by need, typcially yearly. FIAT instructor refresher training is held at each IALEIA conference.

IALEIA FIAT Instructor Application Process:

All IALEIA instructors must meet the requirements noted above. Any interested IALEIA members are encouraged to apply to the FIAT Coordinator by sending the following:

  • A cover letter explaining why they want to be an instructor.
  • A resume showing their experince and evidence of courses they have taught, with at least one set of evaluations from a course they taught in the past 12 months.
  • A recommendation from an IALEIA FIAT Coordinating Committee member or IALEIA Board of Directors member.

FIAT Coordinating Committee

A FIAT Coordinating Committee, comprised of FIAT instructors, is selected by the FIAT Cooridinator. The current committee is comprised of: Bob Morehouse, Heidie Firth, Tom Nowak, Shelagh Dorn and Ed Polachek - Coordinator. The FIAT Coordinating Committee will is responsible for:

  • Operating the FIAT Course
  • Reviewing and updating the FIAT training course when appropriate,
  • Reviewing applications for FIAT instructors, and
  • Assisting with the FIAT IDP sessions.
